Bribery in promoting and lessons learned from Vietnamese communist chief

General Secretary Nguyen Phu Trong – person responsible for the Party’s personnel work

At the 8th Plenum, General Secretary Nguyen Phu Trong of the ruling Communist Party of Vietnam (CPV) was accused by the Central Committee and former officials of the Central Theoretical Council of having made many mistakes in getting many wrong officials into the Central Committee. Many members have not met the prescribed standards.

Public opinion has long said that, never before, has the Communist Party of Vietnam and its government allowed the serious situation of cadres using bribery for getting promotion, using material money to buy seats during Trong’s time as the party’s General Secretary.

International observers as well as those in Vietnam all have the same opinion that, with his long-term experience in human resources organization, Mr. Trong has countless “devil plans” that no one can keep up with. With increasingly sophisticated tricks, Mr. Trong has defeated most of his political opponents, or those who wanted to compete for his power.

With his authoritarian, non-transparent way of working,. Trong has decissive roles in promoting senior officials of the regime, especially those in the Central Committee. So he may give power to his people to do that.

That is the reason why in recent party congresses, public opinion often wonders why the newly appointed officials and all kinds of leaders rose by trickery, using political tricks and money to promotion.

Most of them come from Youth Union cadres, youth work, union work, but they know how to be patient, know how to please superiors, then study in-service to earn a bachelor’s degree, plus a degree in political theory, etc. Then, every few years, they jump from the commune level to the district level, then to the provincial level. Those who are good will be “rotated” and then promoted to the Central Committee, even entering the Politburo is not impossible.

But with the condition that, every step up the ladder of fame, if you want to have power, you must have money to buy positions. If you have little capital, buy a small post, go with a modest salary, save up for a couple of years, and if you have a decent amount of money, buy a higher post. Because of the unwritten rule of today’s promoted officials, money buys  posts, the higher the post, the more benefits, the bigger the expense.

Such a human resources process produces leadership officials who stammer or “stupidly talk” like Ministers Nguyen Manh Hung and Phung Xuan Nha…

A typical example is the type of insolent and uneducated leader like Nguyen Van Hung, Minister of Culture, Sports and Tourism. Mr. Hung behaved rudely when Prime Minister Pham Minh Chinh assigned him to welcome a national guest – Malaysian Prime Minister Anwar Ibrahim. Nguyen Van Hung worked to the position of Minister of Culture and Member of the Party Central Committee, but did not know the minimum diplomatic rules. Instead of having to go out to give the red carpet to the guests, and having to walk behind the guests, Mr. Hung proudly walked side by side, and even occupied the middle of the red carpet, so that the national guests had to walk on the edge.

Those are bitter examples of the quality of leadership personnel, products directly created by General Secretary Nguyen Phu Trong.

That is also the reason why, under General Secretary Nguyen Phu Trong, there was a constant state of fighting and power struggles within the Communist Party of Vietnam.

Because officials use money to buy their positiosn, or negotiated in exchange, the higher they go, the more secure the leaders feel. Therefore, at all costs, they must climb very high and go deep. Otherwise, if they miss a step and have to leave their posisions, they will be immediately knocked down d by the opponent.

General Secretary Nguyen Phu Trong himself is in exactly the same situation. This is the consequence of selecting personnel mainly by buying officials and selling positions.

Now that has become a clear lesson, even if Mr. Trong wants to leave his seat, retire, it is impossible. During his three terms as General Secretary, he made too many enemies, so now, if Mr. Trong raises his ass, the enemy will immediately drown him in black mud.
